Any computer with a modern web browser (for the proposal template) and a text editor or Markdown viewer (Notepad works; VS Code, Obsidian or Typora are nicer). Open deliverables/README-setup.md and read it — it's a 5-minute orientation. 3. Double-click proposal-template.html to confirm it opens in your browser.
